An Emergency Action Plan (EAP) is a documented set of procedures that outlines how personnel and visitors should respond to security incidents, including terrorist threats. Under Martin's Law (TPPA 2025), UK venues with a capacity of 100 or more persons are required to have proportionate measures in place to protect the public from acts of terrorism.
